Fostering international cooperation in research and innovation has been in the past years a strategic priority for the European Union. The cyclic occurrence of new global challenges, most recently the outbreak of the COVID-19 pandemic, and the rising interest of emerging economies in strengthening their expenditure in R&I, are challenging the role of the Union as a major global player in the field. Strengthening the cooperation with their international partners is therefore crucial for European countries to tackle those challenges together and have access to new knowledge.
To this aim, Horizon 2020 is fully open to the participation of different actors from across the world, with many topics specifically targeting international cooperation. These opportunities have been particularly beneficial for European higher education institutions which, in the past years, have been able to bring to life many R&I projects together with their strategic partners from all over the world. Cooperation in research and innovation has been especially prolific between European and Latin American countries, with the publication on 16 April 2019 of the joint communication “European Union, Latin America and the Caribbean: joining forces for a common future” by the EU High Representative for Foreign Affairs and Security Policy and the European Commission.
Professional higher education – hereafter PHE – institutions, whose applied research activities play an important role in enhancing European competitiveness and innovation capacity, should be ready to take advantage of the opportunities offered by the exchanges with their strategic partners from outside Europe in the R&I field. This is particularly crucial in relation to the next EU framework programme for research and innovation, Horizon Europe, which will reiterate its commitment to international cooperation, extending the opportunities for the participation of third countries and offering intensified targeted actions for the creation of global research partnerships.
Against this background, the webinar will outline the existing opportunities and schemes for networking and access to EU funds, in particular under the forthcoming Horizon Europe, for international cooperation between PHE institutions and potential strategic partners from Latin American countries.
