North Carolina is not a state in which voters can place initiatives on the ballot on their own, but if it were, there can be little doubt that the state’s law and policy environment would look a lot different than it does today under the control of the badly gerrymandered Republican legislature. The latest confirmation of this divide between public opinion and the General Assembly’s priorities was on display in a recent poll commissioned by the nonprofit research group known as the State Legislative Exchange.
