Broadband Funds Should Connect the Unserved, Then Upgrade the Underserved – Internet Innovation Alliance

Taxpayer dollars allocated for broadband infrastructure should first bring high-speed connections to households without at least 25/3 speeds. After unserved areas are connected, any remaining federal funds could be used to upgrade networks in underserved areas.
